Years ago I was blown away by this, using clustering/ superpixels to downscale an image, one superpixel per output pixel in the downscale, and making it adhere more or less to a grid.

It's no longer on Github but I know people have forked it, just can't find them aside from https://github.com/fHachenberg/pix which might have modifications made to it.
