Your space is still down & archive.ubuntu.com is back up, try booting it up again.

Suggestion: i recommend alpine over Ubuntu for these kind of deployments, its more lightweight and reliable in my opinion, failing that, i recommend enabling mirrors, so if one servers down, it uses another.

Also your cuda version is behind one major version, its currently on '11.8', the latest stable is '12.8', you will most likely get better performance on the new version.
